21 December. FINMARKET.RU – The report of the Higher School of Economics (HSE) on the potential for downsizing and optimizing the functions of the federal executive branch (federal executive branch) suggests that the reform announced by the White House should be continued by structural changes. The reform itself, in the center of which is not so much the reduction of the number as the formation of “staff” structures, is assessed by the HSE very positively, writes Kommersant. Experts note that the digitalization of public administration and the reduction of routine operations in the state apparatus by themselves ensure “smoothing” of verticalization in it, and “headquarters” structures, provided with data, are able to “cover any performers, reach every control object.”
